In the early 21st century, Howard Brennan, a brilliant but deranged ex-USAF colonel and nuclear engineer, is consumed with rage after being publicly cashiered from the service. Adrift and embittered, he is determined to get revenge on the federal government that destroyed his once-promising career. Brennan has devised a plan to achieve his revenge: he will use his knowledge of nuclear engineering to create a devastating weapon. He enlists the help of Jacqueline Lynch, a seductive, highly skilled, and ruthless assassin who is also a member of the neo-Nazi terrorist group WEREWOLF. Douglas Rabson, an FBI agent, is investigating a string of murders that he believes are the work of the Jack-L, a mysterious assassin. As he gets closer to the truth, Rabson realizes that he is in a race against time to stop Brennan and Lynch before they can carry out their plan. The three characters are drawn together in a bizarre plot code-named Juggernaut. Time is running out, and only Rabson can stop them from unleashing their deadly plan.
